Sex education and Absenence education shouldn't be used to prevent kids from having sex. They don't work for that purpose anyway. Kids need sex education to let them know that the changes in their bodies are normal, and what isn't normal.
Absenence education should be used to empower kids to decide when is the best time to start having sex. The program currently uses fear to mislead kids, and trust me, the kids know it and instinctive tune it out because of that.

Bush Administration's abstinence education is just based on the president's religious agenda, not science. Some old-fashioned Chinese embrace this policy, but don't know where the policy stems from.

I would say the abstinence only program is based on morality, although there is a religion background.

-xls
